A citizen’s call about a man going through garbage has led to the arrest of a break-in suspect, say Windsor police.
The call came in around 5 a.m. Monday. A resident told police about a disorderly male who was rummaging through trash bins in the 1300 block of Josephine Avenue.
Patrol officers arrived at the location and spotted a man riding a bicycle towing a makeshift trailer, heading north.
The officers stopped the cyclist and learned there was an outstanding warrant for his arrest. He was taken into custody without incident.
A search of the suspect and the bike trailer turned up a laptop computer and other property that police tied to a break-and-enter incident that occurred earlier in the 3200 block of Academy Drive.
According to police, the suspect also had tools commonly used in break-and-enter crimes, along with other items that officers believe to be stolen property.
Richard Arcand, 43, of Windsor, faces one count each of breaking and entering, possession of break-in instruments, and possession of property obtained by crime (valued under $5,000).
The property crimes unit is continuing to investigate.
Windsor police remind the public that co-operation with police — such as reporting suspicious individuals and activity — can make neighbourhoods safer and less susceptible to crime.
