Essex County OPP have confirmed that former Kingsville fire chief Bob Kissner is facing new charges — including one count of sexual interference, which applies when the alleged victim is less than 16 years old.
Kissner, 62, is already awaiting a verdict on 17 sex-related charges involving eight male complainants — some of whom were teens at the time of the alleged offences.
Police said Kissner was arrested and charged again as the result of an additional complainant coming forward.
The two new charges are sexual assault and sexual interference.
The Criminal Code of Canada defines the charge of sexual interference as an instance where a person “for a sexual purpose, touches, directly or indirectly, with a part of the body or with an object, any part of the body of a person under the age of 16 years.”

When treated as an indictable offence, sexual interference carries a maximum penalty of 14 years in prison. The minimum is one year.
According to OPP, Kissner is scheduled for a court appearance on the new charges in Windsor on April 10.
A verdict on the original 17 charges is scheduled for April 16.
Kissner was hired as Kingsville’s full-time fire chief in 1998. He was a volunteer firefighter in the Kingsville area for 19 years prior to that, and was Leamington’s fire chief from 1995 to 1998.
Kissner was arrested on his first sexual assault charge in December 2016.
About four months later, Chuck Parsons took over as Kingsville fire chief.
